David Outlaw, was a native of Bertie County, N. C.; graduated from the North Carolina University
in 1824; studied law and began practice at Windsor, N. C.; served three years as a member of the State house of
representatives; held several local offices; elected a Representative from North Carolina to the Thirtieth,
Thirty-first, and Thirty-second Congresses as a Whig; defeated for the Thirty-third Congress.
